Zinaida Chkhaidze, the founding partner of “PLC Consulting”, has a wealth of experience spanning both the public and private sectors. Over the years, she has lent her expertise to esteemed institutions such as the LEPL – National Center for Educational Quality Enhancement, LEPL – Environmental Information and Education Centre, LEPL – Georgian Competition Agency (now the Georgian Competition and Consumer Agency), and the Ministry of Regional Development and Infrastructure of Georgia. Through years of dedicated work, Zinaida has gained valuable experience in a range of areas including education law, entrepreneurship, environmental law, and competition law. Particularly noteworthy is her time at the Ministry of Regional Development and Infrastructure of Georgia, where she work in the direction of infrastructure policy. During this period, she actively contributed to the development of important policy documents (strategies, action plans, and concepts) impacting various sectors of the country.
Zinaida also worked at New Vision University and Setanta Sports. At Setanta Sports, her role involved ensuring the company adhered to legal requirements, including legal requirements related to the data privacy, in various countries, spanning from Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, to EU member states like Latvia, Lithuania, and Estonia.
Zinaida has collaborated on climate change issues with international organizations like the United Nations Development Program (UNDP) and the German Society for International Cooperation (GIZ). Additionally, she has extensive experience working in the non-governmental sector, notably partnering with the Sustainable Development Center “Remissia” for many years on climate change initiatives.
Additionally, Zinaida has experience in contributing to legislative changes and participating in subsequent processes. Notably, she served as a local expert for the Gender Equality Council of the Parliament of Georgia under the East-West Management Institute project. Through this collaboration, amendments were made to the Labor Code of Georgia and the Law “On Public Service” to enhance the labor rights of employed women.
In addition to her native Georgian, Zinaida is fluent in English and Russian languages.
